UPDATE: Investigation continues into officer-involved shooting

Idaho State Police detectives continued their investigation into an officer-involved shooting in which a Hammett man died.

Matthew David Conrad, 34, died Tuesday morning following a high-speed chase by local law enforcement.

The incident began at approximately 9 a.m. when Elmore County dispatch received a report of a stolen pickup truck in Hammett.

According to Idaho State Police spokesperson Teresa Baker, the pickup belonged to Conrad's neighbor.

Sheriff's deputies spotted the pickup west of Hammett where they attempted to stop the vehicle. At that point, the Conrad fled from authorities on a high-speed chase along the rural roads near the town.

Speeds at one point during the pursuit were in excess of 50 miles above the posted limit.

Law enforcement officers blocked off both sides of the interstate between Exit 99 and 112 as Idaho State Police investigated Tuesday's officer-involved shooting.

Deputies made multiple attempts to stop the fleeing truck using a precision immobilization technique, or PIT maneuver. The final attempt forced the truck off the road into a field north of the westbound lanes of the interstate near after it went through a barbed wire fence toward the interstate.

Conrad fled from deputies on foot, heading south across the westbound lanes of the interstate and into the eastbound lanes of traffic. He then attempted to carjack a semi-truck at gunpoint and tried to do the same involving a red car driven by a female, but both drivers were able to flee the scene eastbound.

Conrad then attempted to carjack a sport utility vehicle, but that driver was able to drive through the median and flee the scene westbound.

After he was unsuccessful in the third carjacking attempt, Conrad turned around and pointed a gun at sheriff's deputies, Baker said. Two deputies fired at Conrad, who died at the scene.

Four vehicles were reported damaged as a result of the chase, including a patrol car driven by Sheriff Rick Layher. According to initial reports, no officers were hurt during the officer-involved shooting, and Idaho State Police detectives have begun an investigation of the incident.

The names of the two deputies involved in the shooting have not yet been released. Both were placed on administrative leave, per department policy.

Both sides of the interstate between Mountain Home and Hammett were temporarily closed due to police activity. Traffic was diverted at Exit 99 and allowed back on the interstate at exit 112 before both sides of the highway reopened at 1:35 p.m.

Baker added that Conrad was known to local law enforcement. According to court records, he had an extensive criminal background spanning more than 15 years that included multiple charges of battery, aggravated assault, burglary and grand theft in addition to unlawfully possessing a firearm as a convicted felon.

Investigators were able to locate the driver of the semi truck as well as the woman driving the red car who were involved in the attempted carjackings. In addition, state troopers want to speak to others who witnessed Tuesday's events.
