Plans to build a new fellowship hall next to the Catholic church in the city's downtown area earned a second chance during a city council meeting Monday evening.

On a 4-0 vote, the council overturned recommendations by the city's planning and zoning commission, which would have denied the church's conditional use permit to build the facility.
