Flags lowered for soldier killed in Afghanistan

Gov. C.L. Butch Otter has ordered flags at the State Capitol Building and other state buildings and facilities to be flown at half-staff on Sunday, Aug. 2, in honor of Spc. Randy L.J. Neff Jr. Neff, 24, of Blackfoot, who died in Zabul Province, Afghanistan, on July 22. Services will be held at the Soldiers Chapel in Fort Carson, Colo., that day at 3 P.M.

The city lowered its flags Friday in response to the governor's request.
