County sends key elements of nuke rezone request back to P&Z

Unable to decide what the county's comprehensive land use plan intends with regard to heavy industrial zones, the Elmore County Commissioners sent the issue, and with it the Alternate Energy Holding's request for a rezone to build a nuclear plant southwest of Hammett, back to the county planning and zoning commission for review Monday.

The commission will be asked to conduct a complete review of the comp plan's location criteria for heavy industrial zones.

And after county prosecutor Kristina Schindele reversed the legal opionion she had given last week, and told the commissioners Monday they could approve a rezone conditionally, the commissioners also decided to direct P&Z to review and negotiate a possible developer's agreement that would be used as part of the conditions for approving the requested rezone for the land -- a rezone that apparently would be contingent upon P&Z's review and recommendations concerning the heavy industrial zoning language in the comp plan.

  • What is so hard to understand about the CP's directive for Industry at Simco Rd ONLY? But it is human nature to duck hard decisions. Would Schindele like some syrup with her waffle?

    My family's health has been devastated by fallout from a nuclear plant failure. Three out of five of us no longer have working thyroid glands. One has nodules which will probably grow and require the removal of the thyroid. Without thyroid glands, the rest of your body deteriorates because it has such a big effect on the workings of the body. Two of us had cancer at a young age. And we were several hundred miles away. If any other power plant has an accident, there might be fire, explosions, etc. But at least you could still eat the vegetables grown and drink the milk produced within the closest few hundred miles. You can't say that after a nuclear plant accident. I know that the income from the plant would be a welcome cash infusion for the county, but please remember: It only takes ONE mistake to start a chain reaction leading to disaster.

  • It is unfortunate the prosecuting attorney opened the door to anyone wanting to sue the county for any number of procedural issues. She simply provided bad advice. Are we sure she is actually a licensed attorney? But to be fair, she tried to provide a hint or two, but the commissioners would have had none of that. So she stumbled through an incoherent attempt to get the commissioners to make a decision, to no avail. Finally, she guided the non-decision back to the P & Z, who's hormone production facilities are hopefully, still in tact.

    The two commissioners, at one time mistaken for adult males, are woefully in need of hormone replacement therapy to aid them in future decision making activities; like whether to sit or stand?

    The third, well what can one say. "I just don't know what 'Only' at Simco Rd. means. I am so confused"!!! Possibly they have something that will help clear what little bit of mind she has left, and help her focus on the small words in the english language, rather than her high school debate team. OMG! How old are you, and that is the best experience you can come up with for guidance as one of the three most powerful people in Elmore County? God help us all!

    Is this really the best Elmore County has to offer?

    Now comes the back room deal given the new P & Z administrator with the lanyard was shaking his bobble head in perfect step with Gillispie. Whatever it takes, right, back door, back room, bath room? A back room deal will get Elmore County sued for sure, and rightfully so. They apparently had neither the mental capacity, nor the fortitude to get it done.

    Cortney, you said you "knew" people, you have failed us girl!!!

  • mhg...I beleieve what pronukes meant was that nobody had the "guts" (really PN meant something else but this is a "family" program) to decide the matter even if 2 out of 3 clearly stated this was in conflict with the ECCP which was done/redone in 04 and again in 07. Connie believed the word "only" on Simco Road was an error (but has been an "error" since at least 2004). There were things brought into the "hearing" yesterday that were NOT allowed at ANY prior meeting and should have been left out from the decision as they would not hear ANY testimony regarding that issue (the Development Agreement).

    The PA gave AEHI legal advice regarding how to get around some of the problems...such as the fact that M2 (heavy industry) can ONLY be located on Simco Road (again Connie felt the word "only" was an error but it has been that way since at least 2004).

    So...pronukes believes that our ECC's have no backbone and an inability to understand and rule based on facts and their own rules/regulations. Shoot, after 9 years you would think at least Larry Rose would now how to make a motion! So while 2 of the 3 ECC's believed the Rezoning Application conflicted with the ECCP...they still voted with Connie. Pronukes I am with you---they have no guts and sure as heck did NOT know what they were doing and went so far as to pretty much say it. Maybe Ms. Ireland will turn them around and make them see the light (God help us).

    So...since this rezone is in conflict witht he ECCP---they will try to rewrite/update it. Hey, if the rules do not fit the program...change them right? What a sham of an operation which is sure to get EC into court and opened the door to anyone else who files a rezone where the ECCP is in conflict. Congrats Rose, Shaw and Cruser you get the "boobie" prize for 2009! Spineless and need to be recalled. Maybe Courtney will work on that.

  • broncosrock, some of us in Elmore County cannot see beyond the false promises. Some minds are stuck on the hundreds of jobs this is said to bring and the pay. I hope it is all worth it after that first "leak" into the Snake River that will shut water down and force farmers out of business. It is not a matter of if but WHEN. Then they will all be happy. Houses will be worth nothing and there will be no water but at least you have that good job. Sorry for your health problems. I grew up in IL near a plant. Good luck and I hope you do not live here. Our elected officials in this community sell us off/out at every turn. I hope it is all worth it in the end. At least a lot of us are either military or spouses and we can move. MH is a choice but will certainly not be my death sentence. Sure we could have done better but this is the good ole boy system. Why get better if the people do not demand (elect) better. Good luck as I am sure even "better" decisions will be made soon starting with the ECCP which is really only a "vision" as opposed to a document that regulates/defines.

  • I like that the commission voted UNNANIMOUSLY to see if the comp plan can have a development like this in other areas that is a very encourrging sign to me

  • No one will admit it because it is hard to do that. It being the fact that this jackpot will not make the average populace rich, affluent, or well-off. Mountain Home is not going to turn into Temecula, CA or Boise all over again. It is going to be like Rock Springs, WY. Do the research and one will understand what I am blabbering about....

  • So Tim...you like Rock Springs huh? It is pretty close to a ghost town. They used to have a Harley store there that was pretty cool but other than that...not a vacation hot spot. Good example.
