Whitney to run for WECRD board

Mountain Home city treasurer Leanna Whitney will challenge incumbent Mollie Marsh for a seat on the Western Elmore Country Recreation District board in November.

The two will challenge to represent subdistrict three for four years in the district's first contested election.

Whitney was appointed the chair of the Blue Ribbon Committee in 1998 by former mayor Don Etter. The group laid the foundation for the WECRD.

She was a member of the Idaho House of Representatives from 1986 to 1992.

She said she wants to see the district succeed without dissolving, increase the board's accountability and to engage the community to ensure an affordable facility residents can be proud of.

"I've always believed wise use of district dollars could make great things happen in this community," Whitney said. "But if the board stays on the current course, I'm concerned there will be a move to dissolve the district. I'm giving the voters a way to change things without dissolving the district.

She called the board's increased taxes "totally legal, but not totally right," and "a violation of taxpayers trust."

She thinks the community's needs have changed in the last 10 years and so have their recreation needs. She said the board needs to be willing to change.

"To make an omelet you have to crack a few eggs," she said. "We need to crack open the process, engage the community and ensure we build an affordable facility we can be proud of.

"WECRD should collaborate with the school district, the business community and the city to avoid any duplication of services and make taxpayer dollars go as far as possible."

She said she thinks it's time for community conversations about what serves the most people for the money spent and if elected she'd move to hold town hall meetings and conduct a community survey so the district does what citizens want today, not what they wanted ten years ago.

Marsh was also a member of the Blue Ribbon Committee and was appointed to the board in 2001 and has served since. Multiple phone calls to her residence were not returned in regards to this story.

The board will hold its election on Nov. 4.

Vivian Garcia, the Elmore County elections deputy, said the county will share its general election polling sites with the board.

However, the board has yet to determine which locations it will use.

Members of the entire district, not just subdistrict three, are eligible to vote in the election.

Garcia said the board and county will share voter registrars and polls, however, voters interested in voting for the board's election will have to vote on a separate ballet.

Garcia warned county officials will ensure voters pick up their ballots, go straight into a poll and return the ballots immediately. She advised voters interested in voting on both ballots to pick up their WECRD ballot before receiving their county ballot if they wish to make only one trip into the poll.

  • I would like to see the City stay out of this. We all know that as long as the Golf Course is thriving that is all Mountain Home needs. We all need to support Molly Marsh.

    The Mayor says that the swimming pools"scare him to death". The rest of us are scared to death that we will never have any recreation but the Golf Course.

    I thought it was interesting that the budget for the Golf Course was higher than everything,

    including the roads, police protection, - well everything elso. The City needs to clean up their act.

    If you would of attended the City council meeting on the 24th of Aug or read that paper that week you would of hear the mayor and council that they are not going to get involved at this time.

    I am not supporting Molly, she had DONE nothing for us. She has had 8 years and there is nothing to show but purchasing overpriced land, the other two people are newer, she has been on for eight years with all these promise and nothing is happening. I live in her district and I am going to promoto for MS Whitney in our whole neighbor.I would rather have a community center WITHOUT a pool. We have lots of recreation if you would go look for it. There is ball fields, soccer feilds, walking or riding path( and they just planted trees again it),whole desert for horse riders or cycle riders, lots of recreation class for adults and kids, bowling center, bars for dancing. SO dont complain there is not of recreation you just need to open your eyes.

    The only reason the golf course is thriving is the city put money into their budget from general funds. The city golf course DOES NOT make enough money to even pay for it bond payments. The PRo out there has a sweet deal. So that is why there budget is so much higher than anyone else's budgets.

    The city just got two new city councilmen give them time to get things cleaned up, cannot do it just in a couple of months.

  • That is the problem. The Golf Course needs to support itself or sell to a private company.

    Sure, any of us can go out on the desert and enjoy any recreation that we want to. Isn't that lovely.

    Mtn Home voted against the City running the Golf Course for years because it drains the money from everything else. It doesn't seem to matter- the Golf Course Group (I would like to know how many) enjoy a lovely Course at the taxpayers expense.

    It should be really nice when the large impact fees are tacked on to any building that goes on in the City. That in itself should keep any new businesses out.

    Law enforcement should get a big chunk of the budget but it looks like we need golfers more than police. I will vote for Molly Marsh - she is trying and has a lot of good people behind her.

    I am totally behind you on the golf course. You have to remember thou the city owns the golf course and it is a public course. The problems first is that they do season passes. Of course all the good ol'boys get them and those of us who do golf once is a blue moon to pay regular fees, if we ALL paid the same fee the golf course would make alot more money. Then there is the sweet deal the pro has, he has a contract, but he still gets a check from the city, he gets all the lesson money, part of the cart rental, all the pro-shop and bar money. the city still has to pay for the lights, gas, insurance,water, insurance. he pays none of of those. He suppose to be getting more rounds of golf but the rounds are super lower from when the city took the course back three years ago.( this is all information you can get at city hall, open records). At least the city got ALL the money they made out there. So until the Pro promoto's the course it will not change and he is not going to that. This year he had like 8/9 kids for the kids camp the base had over 60. When parks and rec had it there was over 150. So maybe the city wasn't such a bad thing, plus we had a great place to go and eat for the whole town, now you can only get hot dogs and hamburger and most of the time the "special group" is so mean to people out their they dont come back. The special group want it to be a private club but at the tax payers expense and so far that is how it is working. Dont know who you mean that "mt home " voted the city not to run the golf course. the city council was the one who made the city dept head take it over and when a certain council person didnt get their way for stuff then they voted it out after it was going to good out there. There is some BIG Balloon payments coming up soon on the golf course bonds. Back to general fund we go again.

  • Scrap the Rec Center. Rebate the property owners that have been taxed for this apparrent white elephant, and start over.

    Why not consider downsizing this one mega-complex into smaller, and more communty based recreation centers?

    I agree we should build something we can afford. And we could if the pools were taken out.

    But as for the money, if it was voted out all the money would go into the general fund of the county.

    I'm talking about all of the times that the citizens of Mountain Home had a vote on the Golf Course. It was always "NO".

    It seems like the minute anyone gets on to the City Council they are all for the bad situation at the Golf Course. It drains all of the money.

    We should have the schools using the course for lessons, etc. Only a few us the course and a lot pay for it.

    It should not come out of the General Fund - it should be sold. If the golfers can't pay enough to make the payments - we can't afford it!

  • I really have nothing against Leanne. It's just the whole City thing. She is Treasurer there and I'm pretty sure everything would be alright but we have all been burned by the Golf Course for so long. I guess it just seems to be too close to City business.

    We need the rec center but without the City being involved. It is sorta like deciding to raise prices for the kids that are involved in City Rec programs or raising the Golf fees. I think that the prices for the kids was raised but the other "not".

  • I'm all for replacing Mollie Marsh,but with the city treasurer? Come on folks,whats wrong with this picture? This tax fiasco has gone on long enough,when do we say ENOUGH ALREADY! We need to get this thrown out and our money back. Between this and the Golf Coarse,well,just look at the numbers.

  • I see more positives vs. negatives to Leanna being the treasurer. She's managed finances for the public - and she's great at what she does. This will really help in the Rec Dept.

    I just want to speak to Leanna's character. She would be incredible in this position. She's patient, a great listener, very organized and driven. And she's always been 'for the community'!!

  • Ms Whitney is definitely getting my vote, hands down. And there is no connection whatever, jurisdictionally, between the Western Elmore County Recreation District and the Mountain Home city government. She works for the city and is a great asset there, as she will be with the WECRD.

    One thing she favors, and most people agree, is in non-duplication of services among MH Parks & Rec, the school district, and county efforts to serve the community. She also seems to want to keep the public informed. I like those things.
