Full Agenda Addresses Public Service, Land Use, and Budget

Elmore County Commissioners will convene on Friday, Oct. 24, at the Elmore County Courthouse in Mountain Home for a packed session featuring facility remodels, water resource projects, and amendments to development impact fees. The meeting, which begins at 9 a.m., includes opportunities for public comment and a series of action items that reflect the county’s ongoing efforts to address growth and infrastructure needs.

The agenda opens with an executive session to review indigent applications, followed by an administrative meeting covering departmental issues, human resources matters, grant applications, and updates on the jail population and landfill. Commissioners will also review resolutions related to record destruction and the transfer of Payment in Lieu of Taxes (PILT) funds to various departments.

Among the notable items, the board will discuss the remodel of Public Service Buildings #1 and #2 and review the county’s master facilities plan. These topics have been recurring priorities for the commissioners as they seek to modernize county infrastructure to keep pace with regional growth. Previous meetings have also highlighted these issues.

Water Rights, Impact Fees, and Land Use on the Docket

Water resource management will take center stage at 11 a.m., when Keri Hill and the Mountain Home Irrigation District present HDR’s canal lining proposal and a water right application on the Snake River. Water recharge projects remain a key concern for the county, especially as population growth places new demands on local resources.

The afternoon session features a public hearing at 1:30 p.m. on proposed amendments to development impact fees, as recommended by the Planning and Zoning Commission. The hearing will address a comprehensive plan amendment (CPA-2025-01) and a zoning ordinance amendment (ZOA-2025-02), with commissioners set to consider adoption of both measures. These amendments are designed to update the county’s approach to growth and development, ensuring that infrastructure keeps pace with new construction.

Other agenda items include a discussion of the Elmore Ambulance Service pay policy, a drug court update, an odd lot property sale, and a remediation plan proposal for the 2X Recycling Site by Pacific Steel and Recycling. The board will also hear a request from the Concentrated Animal Feeding Operation (CAFO) Site Advisory Committee for Sunview Dairy and a comprehensive plan presentation by J-U-B Engineers.

Public Participation and Administrative Actions

The meeting provides multiple opportunities for public input, particularly during the administrative meeting and the scheduled public hearing on impact fees. Commissioners will also consider approval of expenses, payroll, and minutes from the previous session, as well as certificates of residency and holiday closures.

The agenda notes that times are subject to change and that the board may amend the agenda by quorum. Executive sessions may be held as authorized by Idaho Code 74-206, with the purpose announced at the time.
