Congress may actually pass an economic stimulus bill this week, which is good news for the short-term needs of the country. There is no question the economy is tottering, and could easily tip over from recession to depression, so a bill that focuses on saving jobs and creating jobs is desperately needed. The good news is that the bill will definitely help achieve some of those aims. The bad news is that it will lay a crushing debt burden on taxpayers for the future, which can only be addressed if government becomes far more efficient in the use of tax dollars than it has in the past. That could very well force, down the road, what many of us have wanted for years, a smaller, more efficient government. But somehow, that doesn't seem likely. Because Congress hasn't figured out that the model for government is, and should be, changing. And the best example is the stimulus package. Despite billions of dollars in cuts, it still contains way too much pork. And some of the cuts (to make way for that pork) seem to make no sense, such as dropping $40 billion to help keep schools from having to fire teachers. That's counter-productive. The bill is supposed to save or create jobs, not leave them threatened. Both sides of the aisle bear the blame. The Democratic leadership rolled over on way too many pet projects among its members, losing sight of the long-term goal of the bill. And Republicans kept insisting on sticking to the same failed policies of the past, and playing the same old games where personal and party political power carried more weight than the needs of the nation. One GOP leader actually admitted his goal for the bill, and the amendments he introduced, were designed to divide the Democrats and make them look bad. So much for caring about the people of this country. Both parties should be ashamed. It is time for Congress to look up from its myopic and petty party power games, and its proclivity for pork, and look at the desperate state of the nation, focusing solely on programs that stand a good chance of meeting the goal of keeping people working. Making things work should be a bipartisan issue. This bill should be about America, not the Republican or Democratic parties. -- Kelly Everitt

So it's 84 'jobs' lost locally

The military is taking a double whammy as it begins preparing for a transition to a peacetime force, something that hasn't existed in more than a decade.

First, there's the "peace dividend." That's essentially cuts in military spending caused by the drawdown of forces as the war in Afghanistan finally ends.

That doesn't translate as much as you'd think to lower taxes, or even deficit reduction, however. Essentially, every Congressman back in D.C. is trying to find a way to divert as much as they can to pork projects in their own districts.

Meanwhile, the military gets much leaner -- almost anorexic.

Around here, more people than normal know better, but in much of the country our military successes are see as being based primarily on high-tech toys -- like Predator drones firing laser-guided missiles.

What people -- and Congress -- seem to forget, is that all the high-tech toys in the world won't help you if you don't have a military force properly trained to use them. That's been our real strength -- our level and quality of training.

But those lords of logic in Congress don't seem to understand that. No war? No need to train anywhere nearly as much as we've been doing. Of course, that logic will get people killed the next time something pops up and we need to send our men and women into harm's way.

At the rate we're going right now, give it two years and a Boy Scout troop armed with baseball bats will be able to take on half our forces with a chance to win. Our enemies must be gloating over how much "victory disease" is going to gut us.

So, the first whammy is the budget cuts. The second is sequester.

Remember that deal struck over the artificial debt ceiling crisis in 2011? Since sequester was so bad, nobody would let it kick in. Right? Even after a very partisan bipartisan commission failed, it still wasn't going to happen. Someone would find a compromise to prevent it.

But it's now two years later and both party's political skills are only good for fingerpointing while their serious policy skills remain at the fingerpainting stage. It's easier to blame the other guy than work the problem.

So, sequester has kicked in -- and nobody seems to notice. Yet. It's like a mudslide. It starts out slow, builds up speed and eventually wipes out entire towns.

There are approximately 420 civilian employees at MHAFB that will be affected by sequester, people who perform integral functions such as maintenance, intelligence, logistics, contracting and health care.

Furlough notices are already going out (the affected personnel will get at least 30 days notice) and beginning in late April most of the base's civilian employees will be furloughed one day a week for the last 22 weeks of the fiscal year, which equates to a 20 percent cut in their pay between April and the end of September.

There will be a few exceptions, for those deemed "mission critical," but surprisingly, for a military that prides itself on planning, as of last week the base still didn't have any firm guidelines from higher authority as to what jobs would be deemed mission critical.

Unless you think about it for a moment, a furlough sounds somewhat OK. Those people will still have a job. They'll just lose one dollar out of every five they've been earning.

But not many household budgets these days have a 20 percent "pad" that they don't really need to pay bills. This is going to hurt -- badly.

And it's effects are going to trickle down to Main Street (this is the real trickle down economics), because the loss to the local economy is the equivalent of losing 20 percent of the jobs on base -- that's 84 people.

If any business in town put 84 people out of work, or if the base suddenly cut 84 civilian employees, the panic level in town would be palpable. People would be screaming for the city's economic development office to find a new business to replace those jobs -- right now!

But since it's "just a cut in pay" until Congress gets its act together.... which means it could last until hell becomes a hockey rink, nobody's panicking -- although maybe they should.

DoD is doing what it can for these people. It will protect their health benefits and other benefits "where possible," a base spokesperson said, adding that "all civilian employees are welcome to schedule appointments with the Airmen and Family Readiness Center on base who will assist them with any concerns they may have."

Besides the people actually employed directly by the base, there also are those employed by the contractors. But a lot of contractors are complaining that they have no clue what is happening. Some contracts will be canceled due to the cuts and sequester, some will be held in abeyance. At a time of year when some contractors typically begin hiring an influx of employees to work in the warmer months, they're standing pat until they know whether or not they've got jobs to work on. So it's not just jobs "lost" that we face locally, but jobs that won't materialize as well.

In part, due to the cuts in military spending more than sequester, some contracting jobs will just go away, although nobody seems to know how many or which ones at this point.

But the school district is worried that may drop the type B military impact aid student numbers (those who live in town but have a parent that works on base). If they drop far enough, the district won't get any impact aid "B" funding. For that matter, the district isn't sure right now if Congress is going to approve any money for impact aid at all.

When you add the poor state funding levels for education, the legislature cutting revenue to the schools, and drops in impact aid and other federal funding, it potentially could quickly add up to revenue loses approaching the amount the voters approved for an emergency levy last year. So the legislature and Congress may create conditions where everything the voters tried to prevent last year will happen anyway. Thanks a lot.

And finally, going back to the base, there's the flightline issues. With all the cuts and sequester effects, the number of flying hours will be going down. The "sound of freedom" in our skies will be heard less often.

"We are still working through the details of exactly how Mountain Home flying operations will be affected," 1st Lt. Phillip Davis, a spokesperson for the base's public affairs office, said this week. "Across the combat air forces (fighters, non-nuclear bombers, ISR, command-and-control and personnel recovery), the Air Force and Air Combat Command will move to a position of tiered readiness.

"ACC will stop or severely reduce flying operations for two-thirds of its squadrons. One-third of our crews -- with the highest priority going to those deploying or preparing to deploy -- will remain ready to perform combat operations," he said.

But, he noted: "Tiered readiness is not something the Air Force does normally because we are the ready force for America. Other services and our allies expect that airpower will deploy within hours of a crisis. We cannot do that unless units other than those committed to ongoing operations remain combat ready."

But in truth, DoD only has so much money to spend on gas, and it wouldn't be surprising if most of the planes out on base are parked by the end of spring, with pilots getting their "flying" done in simulators, rather than the real thing (the difference is significant). That will have serious impacts on combat certifications, mission readiness and flight pay.

DoD-wide cuts and sequestration also mean that some guys stuck in Afghanistan are going to be there longer than they expected, because the people who were supposed to replace them haven't gotten the training to qualify them to do so. Somehow, if I'm a Marine and somebody told me I wasn't coming home when my tour ended because Congress was playing politics, I just might "lock and load" long enough to march home to D.C. on my own and pointedly suggest they get their act together.

For the rest of us, sequestration will slowly start to be felt in more and more ways. National parks won't open as early this year and some services will be cut from those parks. Plan your vacations accordingly.

And think about how long it will take it you fly. I recently had a son-in-law take an extra day to fly from Montana to here because so many air traffic control centers had been shut down along his normal flight route that he wound up rerouted and with more and longer layovers.

A little thing, but little things ad up. And in the end, everyone is going to wind up paying for the efforts in Congress to "save" us money. From the front line to the flight line to the bread line, people are getting hurt.

It's time to end this madness with some reasonable compromise in Congress.

Kelly, Family readiness is blowing smoke up your back side. I am one of several civilians that they let go on Jan.1. It took 2 months to get our back pay and 6 weeks before they even turned our unemployment, no cut in hours just shut it down yet they can cough up 50K to wainscot the golf course clubhouse.after 125K in remodeling 18 months ago

Sorry to hear about your situation and I hope things turn around for you soon.

If we could get the government to quit wasting money on unnecessary and wasteful pork projects we wouldn't be in this situation. Instead they(Democrats & Republicans)continue to spend good money like there's no end. But then they make cuts in the most visible and painful places possible.

Until the American people have had enough and stand up and take our country back nothing will change.

FUNNY ......I havnt heard anyone on this site that wants government telling them what to do in there life and that goes for dems and repubs alike.Some agree with some issues and some don't but to imply that some here are just drones is so out of line.One thing that keeps me here is the independence of the people here.I guess if you don't go along with the GOP model 100% you are in the governments pocket.I wonder why it's so hard to come to gripes with the fact that none of us are perfect and to keep making assumptions about your country men is part of the problem.Your entitled to your opinion but to make blanket remarks solve's nothing it just incites.

I was watching something on tv yesterday about a town and a lady who was probally forty wanted a return to the 50'S HELLO !!!!!! THAT IS WHY SHE LIVED THERE BUT SHE WANTED EVERY ONE ELSE TO BE THE SAME WAY.LIKE IT OR NOT IT'S 2013 AND COUNTING.I certainly don't want to return to the 1950's nothing good in that era for me except I feel the education was better.

If anyone is keeping up with current comments the GOP realized that they have lost touch with the AMERICAN people on many key issues.We need to move forward not backwards to where some were comfortable, life is not comfortable and change comes. You folks jump around a lot are we talking guns or cuts on base. I remember during previous cutbacks civilians were given back their pay and the net result was paid timeoff from work and no impact on leave or sick time. Most were pretty happy about the cutbacks in private but publicly against it.

The sequester results in the loss of 84+ local jobs. The Nut Job Party seems pretty pleased with the loss of the jobs but have been really upset White House Tours have been canceled. 2014/2016 should be a total loss for the Nut Jobs.

We owe bazookaman an apology too. We thought he was just a recent crack-pot poster. New friends have filled us in on his long standing paranoid rants and hopes of a new war. bazookaman seems to think the world is falling apart and no one is happy with the direction this country is going. This battered woman, my friends and co-workers are happy even if we aren't battered at all. Sure we'd like to see 100 percent employment but that will never be acceptable to the Nut Job Party. They need a whole group of people to blame for their outdated policies. The Nut Jobs thrive on the invisible enemy, scaring and being scared. Transparent to most democrats but the Party of Scare uses it to add and keep members in their cabal.

In this humble house and our circle of friends we see a great future and are moving towards it while the bazookamen of this world want the pain of 84 lost local jobs. Cuts to the federal budget need to be made at all levels. The cost is going to be high. Many jobs will be lost. So will their precious pensions and insurance policies. Towns that are dependent on these government jobs will dry up and only the most determined or financially secure will be able to stick around. They will possibly be forced to move from small town America to the evil big city. A dollar cut in Idaho is just the same as a dollar cut in Illinois. The decision on what to cut and how much needs to be one based on need and feasibility not emotion and whether or not it backs up one's values and ideology.

PATRICK......GETTING rid of the post office is exactly what some want,I say NO.....THE CONGRESS MADE THE POST OFFICE INSOLVENT NOT THE POST OFFICE.I feel if you want to see rates sky rocket privatize it.what we will get is the lowest bidder and a patch work of company's trying to deliver mail in a timely manner and will not succed because it will be inherently dysfunctional.There will not be anyone to hold accountable.

The point of my previous posts was not the debt. It was about certain people making assumptions. Just because I do not echo them word for word, I must be some party hack that can't reason things out for myself. Assumptions are shortcuts....

Anyways, about the debt I would think that you know what I think. I have harped on it for years. I don't care who starts lowering it as long as it gets done. However, I am realistic enough to know that most do not have the courage to follow through with it.

The article says the move will cover $3 Billion of the $43 Billion the sequestration law requires. Still, that's roughly 3 times the 2.4% pay reduction a true "across the board" reduction would have imposed on the 400 plus MHAFB employees.

I am going to say this we need to make up our mind who our allies are,and for me base that on there actions and how they fit in with our national intrests,we cant have it both ways.Governments change and just because something happens in one country does not mean it will happen in another.What I am saying is the sterotyping of the Mideast and muslims as a whole needs to stop. IT is counter productive to our national intrests, fosters decension ,and creates a volital environment for some of our allies,in other words we can be our own worst enemy.IF I took the same philosophy to heart I would hate one group of people in this country no matter what they did or said and some people do.IF you listen to what you are saying the same lesson applies.NO I am not all trusting,but I do understand international relationships some here still want to play the we are the greatest game.

Independent groups are saying we are recovering.....what do you want a boom right away????? it DOESNT HAPPEN THAT WAY AND USUALLY THE RECOVERY DOESNT TAKE THIS LONG OR IT IS IN BIGGER GULPS THAT IS DATA FROM PREVIOUS RECESSIONS HOW EVER WE HAVNT HAD ONE THIS DEEP SINCE THE GREAT DEPRESSION SO THERE IS NOT A LOT TO COMPARE IT TOO.

Do you really think the last 2 yrs of the bush administration put us in the bind we got into??? or do you just point at those 2 and discount the previous 4 come now get real.There have been cuts but none that you can make political hay out of.I don't think the cuts a big enough or in the right places but they have been made.I cannot go along with cut ssi or food stamps as examples those programs need to be administered correctly.BETWEEN THE FED AND THE STATES THEY CANT SEEM TO GET IT RIGHT.I have a problem with none citizens being placed on long term assistance roles,that can be stoped and should be,by the same token I consider oil company subsidies as long term welfare payments to someone who is working and making money.Why are we paying farmers not to farm??? but we want to make the retirement age higher there are many arguments that can be put forth and each have pro's and con's.I for one would like to see both sides sit down and look at all the subsides to include food stamps etc and figure what they are going to do to reign the garbage in but they ALL are afraid of what might happen in there district that's the problem in a nutshell.Rather than concentrating on relection how about concentrating on governing in the best interest of the country.

The issue of poverty goes across the board it is not limited to people of color so therefore quite pitting us against each other when we all share pretty equally in the poverty business.MAYBE WE NEED TO LOOK AT THIS ADVERSARIL SOCIETY WE HAVE AS CREATING THE LARGE LOCATIONS OF POVERTY.I like everyone here has worked hard for what I have ,I don't like supporting people who WONT work but that can be fixed we don't want to.GET on with the idea of incentives to keep jobs here in the USA,to do that we have to educate our people, we can do that too but we are more interested in making money hand over fist from education, in other words our prority's in my opinion are in the wrong place.

Last but not least we as a people need to insist that the government work for us starting at the local level.The idea that the government is the enemy is getting to the point were it is totally counterproductive and it has solved exactly nothing.THE DEMS NOR THE GOP HAS NO RIGHT TO RULE OTHER THAN WHAT WE GIVE THEM.THEY NEEED TO GET THERE HEADS OUT OF THE WHITE HOUSE AND PAY ATTENTION TO WHAT WE NEED IN OUR HOUSE..........MY THOUGHTS.......LATER

The equivalent of 84 jobs lost in Mt Home. The Nut Jobs don't care about the working class and that includes the Nut Jobs that are in the working class who seem again, to be their own worst enemy. Why would the Nut Jobs want a reasonable minimum wage when their gurus on Fox tell them it's bad. Try telling the person who is being offered a $8 an hour job when they have a degree. The only thing these $8 an hour employers want is excellence, many years of experience and a degree?

When the Nut Jobs run out of illogical double-speak from Fox they run to the next line of lies. The economy isn't recovering seems to be a fantasy the Foxers seem to enjoy. They can't even look out their own window and see the recovery but reality never was the Nut Job Party's strong suit.

How about yelling in all caps a huge number. The 18 TRILLION DEBT? Never once do these Nut Jobs explain when we will hit critical mass but they just know it will occur soon. And I suspect this will also be the time to hit the battlefield for their big war with friend, neighbor and even their highly educated families.

The local Nut Job Party representative and or undisputed leader is dead set against higher education more commonly described as a college degree. This little piece of paper is becoming mandatory to getting any job paying more than $7.25 hour. And these same Nut Jobs want us to believe they have the answer to increasing jobs, improving the economy, improving education and making sure the people have more guns but less freedoms elsewhere in our lives? When our friends and family heard this statement, even the republicans at our dinner table had to agree the Nut Jobs are done for good. But we'll still be looking for them on the battlefield. Mostly conservative Mountain Home only cares about the job losses because it happened at home. If these job losses happened in Colorado or Tennessee, the same people would read about it online or in the newspaper and think nothing more of it. They get on their pulpit and preach small government and cutting expenditures. However, they want it to happen somewhere else. That is America in a nutshell.

FOR me telling me you have dealt with my pirates before reeks of me against you so im going to say this.....I don't begrudge you your weapons that is your business but for me a weapon is not the most important thing in my life,I don't care what symbolism you put on it I QUESTION THE NEED TO BE ARMED TO THE TEETH BY PRIVATE CITZENS.......LIKE I said before you don't want a government you want a free for all,the old wild west, times have changed or at least some of us have.NOBODY is questioning your rights and nobody is trying to take your rights,that is something you have construed to suit your ideaology.IT justify's your actions and rhetoric but suit yourself.

I for one have no problem with the constitution being followed to bad that was not always what happened.IF anyone should love guns based on that it should be ME......LATER

ZOOK you presume I am a democrat, sorry guy I vote my conscience.I would say the GOP has some good ideas but just not recently.There obsessed with the president they need to get over it.ILL tell you something that is not about now it is about the future and how people feel about themselves it's about symbolism.They have to make him a failure it will affect the physcology of minority's for years and it will deter the election of another minority anytime soon, the whole thing is bigger than you or I.IT''S ABOUT POWER PERIOD.

The jobs that might be lost here are a drop in the bucket we probally rotate that many every year.We should be more concerned about the lose of one of our squadrons that is more than 350 people.That is what we should be fighting to get back.WE are making and issue because of the politics.WE need to get to what we really need. SEQUESTER IS NOT THE ONLY CUTS.......IT is funny to me that we always want to cut social programs as long as we don't have to use them.Talk to the same people after a bad illness and all of a sudden that social program wasn't to bad.The social safety net serves us all,the problem is how it's administered and for me it should be for citizens and citizens only.Now that may sound cruel but who pays for it.For those who are always on to the Mexicans I say to you look up what a Cuban gets when he or she comes out of the surf.I think that will set you on fire.

The budget could have been done if the haves were not trying to insure that they had some more.

HERE HERE WELL SAID.........you KNOW I AGREE WITH THAT. Like it or not your absolutely correct on the wounded warrior program,I hadn't thought of it that way but you are right.

I checked on the f-16 sale.....SEN PAUL tried to stop it and got voted down 70-19 so it wasn't just the dems that let it go...........that whole thing is about money and jobs ,that is clear.

THE PLANES HAVE TO BE MODIFIED AND MAINTAINED,THE TANKS BUILT AND THE SAME SO IT'S ABOUT THOSE PLACES THAT DO THOSE THINGS.I didn't take the time to find out where but that is the jest of it.So don't misinterpret that to mean it creates jobs ,it probally keeps people working.I do know that some capabilities have been removed from those acft and certain things cannot be sold with them..........me personally if they really wanted to stop the sale they could,they don't want Egypt buying from the soviets and china.This way we do have certain amount of leverage.The Iranians found that out about the f-14's they had.NO real air power for years.

AS far as support the baby boomers are concerned I STILL PAY TAXES AND A LOT OF THEM SO I really don't want to hear about somebody is supporting me and take real exception to it.

ISRAEL is and allie not our best,they are self serving.The presidents last visit cleared the air between this administration and the israellies and for those who were paying attention NETENYAHU ADMITED THAT Obama HAD DONE MORE FOR ISRAEL than any previous administration.SO ZOOK WHAT ELSE DO YOU WANT??? OH I know you want us to lead the raid to bomb IRAN's nuke FACILITIES.Then we prove were a friend......you got to be kidding me.I DONT FEEL THAT THE PRESIDENT NEEDED TO COME RUNNING because netenyahu was in town,so if a certain lobby wants to call that a slight so be it.

YOU know I keep hearing this buzz phrase ....what THEY HAVE DONE TO OUR COUNTRY.... so what have they done???

Was it wrong to want everyone to have access to health care at least a check ups????

IS it wrong for people to make enough money to survive without having to work 3 jobs.?

Is it wrong to want your society to be well educated so that they are prepared for the future?

is IT wrong to want a clean atmosphere so we are not being poisoned???

IS it wrong for the laws to be administered equitable,without regard to race religion sex etc.

And I could go on are these things only for some and not all are some being relegated to a life of servitude with no hope of leaving that.Is that what we have come to and we are advocating that under the premise that we cant afford this or that.IF we can afford to attempt to bring other countries out of sheer poverty then we can afford to take care of our own without arguing about it,and for me we should demand that,we paid for it and are still paying.WHEN I look at the poleticians and see what they are not doing because it doesn't affect them I get like ZOOK why are they there????
