WECRD's 2011 Appropriations Application Filed February 10, 2010

For the folks who cannot make it into the WECRD office to obtain information during their "regular" business hours, here is what the WECRD is up to now. This is a PORTION of what is contained in their Appropriations Application for FY 2011. Happy reading.

Amount desired in FY (fiscal year) 2011. $1,500,000

Total project cost: $4,100,000

Description of project: "This multi-use family recreation facility developed by the WECRD will serve 50,000 people within 8,000 square miles. Centrally located among 8 rural communities and the Mountain Home Air Force Base, the facility will provide much needed recreation/therapy opportunities and improve the wuality of life for the diverse population which includes an Air Force contingent from Singapore, 15,00 veterans and active duty personnel, and approximately 300 Disabled Vetersans who live in Elmore County."

BRIEF description of project: "The WECRD will build a sustainable recreation facility in an under served military/rural community."

Please describe the purpose of the project, project goals and why project is needed: "The purpose of the project is to build an affordable, accessible recreation facility for the 50,00 residents of Elmore County and surrounding communities. This facility will serve as the nucleus to coordinate agencies and organizations that provide the educational, physical and cultural services for our very diverse rural/military community."

"Success will be measured through the census of daily and weekly use as well as the number of ongoing memberships. Caldwell, a neighboring community, has seen a dramatic drop in teen crime rate since building the YMCA. We will follow their method of evaluating. The American Heart Association sites increased evidence that dietary intervention and exercise reduce risk factors. A coordination of the local medical services information can help monitor these results."

What is the significance of this project in Idaho? "Mountain Home Air Force Base is one of the largest employers in the state not only with military personnel, but the civilian support as well. Families have no place to recreate together or a safe place for the children to go after school. Communities with the amenities of safe, affordable recreation are attractive to new businesses who are looking for progressive communities in which to locate or Air Force expansion such as the addition of the F-35 wing."

Please explain why this project is a good use of federal taxpayer funds...: "Federal taxpayer funding is needed because Idaho and Elmore County have few resources to spend on public recreation facilities. Military families are sent to Mountain Home and their children attend school in the community which which has no public place for them to recreate with family and friends. 300 disabled Veterans require warm water therapy and consistent fitness activities have no place in the community to receive adequate treatment."

Please describe the national or regional purpose of the project: "The regional purpose of the project is to construct a year round indoor recreation facility for under served communities in Elmore and Owyhee Counties in order to provide needed recreational opportunities to combat obesity, support healthful lifestyles, and create a family friendly environment for community gatherings."

Does the project benefit low or moderate-income individuals and/or communities? "The project's tax-based funding will allow a sliding scale of membership fees based on ability to pay. The facility will be within walking distance of 2500 students and its central location provides very convenient access by many of the area's low and moderate-income residents. City bus transportation and school bus transportation will be available also. Family recreation activities will be completely accessible and affordable to low and moderate income families."

Does the project eliminate physical or economic distress? "Residents who require warm water therapy or rehabilitation or preventive aquatic exercise will no longer have to travel over 50 miles which causes physical and economic hardship. Since one in five children in the area live in poverty and the median income is below $31,000, the opportunity to participate regardless of ability to pay will relieve substantial economic distress. also, having a full service community center will enhance our opportunities to entice new business to the area."

RECREATION DISTRICTS

31-4316. PURPOSE OF DISTRICT. Each district is organized for the uses and purposes of acquiring, providing, maintaining and operating public recreation

centers, swimming facilities, pools, picnic areas, camping facilities, ball parks, handball courts, tennis courts, marine and snowmobile facilities, recreational pathways, ski areas, and golf courses and public transportation

systems and facilities serving the district together with all related grounds,buildings, equipment and apparatus for the use of the residents of the district and the public generally.

Now for the laws with respect to a hospital district:

CHAPTER 13

HOSPITAL LICENSES AND INSPECTION

39-1302. PURPOSE. The purpose of sections 39-1301--39-1314, Idaho Code, is to provide for the development, establishment and enforcement of standards (1) for the care and treatment of individuals in facilities or by agencies as defined, and (2) for the construction, maintenance and operation of facilities or agencies as defined which, in the light of advancing knowledge, will

promote safe and adequate treatment of such individuals in facilities or by agencies as defined.

TITLE 39

HEALTH AND SAFETY

CHAPTER 13

HOSPITAL LICENSES AND INSPECTION

39-1301. DEFINITIONS. For purposes of this chapter the following definitions will apply:

(a) "Hospital" means a facility which:

(1) Is primarily engaged in providing, by or under the supervision of physicians,

(b) diagnostic and therapeutic services for medical diagnosis and treatment, psychiatric diagnosis and treatment, and care of injured, disabled, or sick persons; and

(c) rehabilitation services for injured, disabled, or sick persons;

So, are we building a recreation district or a hospital? I am confused but the law is pretty clear and what the WECRD is---is a RECREATION DISTRICT. You be the judge. Please feel free give your thoughts. IT IS YOUR MONEY!

Sitting in a public pool and calling it "warm water therapy" makes as much sense to me as farting in a bath tub and calling it a whirlpool...a "bubble bath" being too obvious a pun.

The DAVs I know wouldn't ask other folks to pay for their needs. They've grown accustomed to paying their own way. Screw the WECRD...You want a pool? Dig your own hole and don't ask me to pay for it. I'm still trying to figure out how this town convinced the majority to pay for a golf course.

@ Stinger appearently the demand for warm water therapy in the Mountain Home area isn't as high as the WECRD thinks it is, for if it were there certainly would be a private therapy company that would have hopped on that opportunity in Mtn. Home already.

I have never had anybody ask us about warm water therapy. My families medical treatment is PRIVATE and DAV status does not automatically require a hot tub. We appreaciate all the VA in Boise provides. But we earned it and the cost was dear. Why not just build the thing as what it is and should be. A rec center not a bucket to fill with my tax dollars and empty on stuff that aint a rec center. Say what you mean and mean what you say and you will have our support. And thanks to the other 299 including those who need a pool. You all paid the price for freedom

My husband belongs to DAV and he doesn't need any warm water Therapy ......

The only warm water he will be getting is in the Bathroom tub. lol !

His dream would be to run off to Hawaii sit back on a lovely island and soak in some Bluish -Green warm water..... Not with out me he won't !

OG A hot tub sounds just about right for now, (I don't have one) but you can always add candles, wine and play Barry Manilow or James Brown off to the side. Enjoy!

All good points and ones I thought of. If you read the points the WECRD made, they seem to stress the importance of the services they will provide to the MILITARY and RETIREES. I thought of the severe injury and winter months as well.

And concerning the great doctor, I have written letters and made calls on that one already.

I am not in disagreement that a rec center is a good idea. I am just in disagreement with the direction and lack of progress from the WECRD. I have been paying my taxes for 10 years now with nothing to show. I finally gave up, saved my $$$ and got a hot tub for my spouse and I to use.

OG the fact that the military folks have access to the base is good for them, but what about others who are not connected to the military? I know of many people both men & women who require water therepy and and have no access available to the treatment they require. You also need to consider that if you have an injury severe enough you cannot drive, but require some help to get to where you are going, in the winter months a drive to the base is harrowing at times. It's a pity that people aren't as passionate in helping a great Doctor get his Job back and finding out what that is all about,as they are in the continuous disagreement with the WECRD.

I wonder how and how much Owyhee county folks are going to be charged? After all this is Western Elmore County Rec District. Will it be like the Mountain Home Library for the county folks.

My next question is why does the WECRD want to take away clients from ourlocal Physical Therapists who offer warm water therapy.

I am a retiree and have to ask where did the WECRD get the information of "300 disabled Veterans require warm water therapy and consistent fitness activities have no place in the community to receive adequate treatment" Earlier they state there are "approximately 300 Disabled Vetersans who live in Elmore County". So all 300 DAV needs warm water therapy? I am a DAV and never ONCE has the WECRD asked for my thoughts on what I need or require for therapy.

And Moanah is right the base has a pool and a rec center. In fact Ms. Marsh knows exactly what the base pool has to offer since she used it many times when she worked on base. The only thing the base fitness center does not have is a warm water (hot tub) type pool. They keep the large swimming pool they have at about 85 to 90 deg at best.

As I read it I too noticed how much the military is mentioned. As a retiree, why would I pay to use a downtown rec center when I can go to base and use if for FREE. Just makes no sense to me.

Wow, thats what I thought. Warm water therapy and rehab is not recreation in my book either. The report mentions active duty and retirees a lot which is fine but the base has a gym, pool and their own rec center last I went there.

The hospital district info is on here because the WECRD is a "recreation district" yet they state they will provide warm water therapy and rehab. Both of these things fall under a hospital district as opposed to a recreation district.

That is why I provided the info that I did. I hope that clears things up (very good question by the way). We voted for a recreation district---not a hospital rehab facility.

I have lived in Mountain Home for over 11 years now. I love to be outdoors in wide open spaces (as long as it does not involve camping...in a tent and an out house). I dislike Government waste/abuse of tax dollars and "sky is the limit" spending by those that we elect to represent "us." I value free speech when what is stated is factual (as opposed to lies, gossip and un-truths). I love the Chicago White Sox (I never said I was perfect) and the Broncos are okay too! I am 38 years old and married to a guy who is active duty USAF (and a Cubs fan...he is the "perfect" one). I am anti-nuclear and against further desecration of our planet with waste that we can do little to nothing with. If you dislike blunt, this is not the blog for you. Enjoy!
