Anything else and just ask away. Here's my take. The WECRD was formed to provide recreation and in 8 years they haven't. They have 1.3 million in the bank. They haven't spent any of the money collected on recreation but have given money to the arts council and spent money on a float and other things. This year they will run a one person three day a week office for over two hundred thousand dollars.The little league asked for some money this year and they turned them down. The city asked to partner with them on a walking path and they turned them down. The WECRD board members want pools in the rec center and they have been told repeatedly that the pools are a loser and cant be sustained. They will not back off of the pools. They commissioned a report back some time,(The Green Play report), and a month or so after they got the report they increased the building size by 30% and negated the whatever thousands of dollars that they spent on the report. The Y has partner with the WECRD and has formed a local citizens panel, the CLDC, and their job is to start from scratch and figure out what the community wants and see if it is sustainable. The CLDC members do not like the board anymore than anyone else from what I gather and have made them promise to abide by the CLDC recommendations. Which is great but some people are afraid that with the stubbornness of the current board that if the CLDC finds that a pool cannot be sustained or is not wanted that the WECRD board will cancel the contract with the Y and go their own way. There is a petition that has been circulated to dissolve the district and they have enough signatures to get the issue put on the ballot. It will most likely be dissolved and then the rec district money and property go to the county and has to be spent on recreation. Sorry it's long but that should give you plenty to start on. I wouldn't believe a single thing that is said on this board.

Old Guy, I don't know the answers to all of your questions but I'll try. The WECRD was concerned for the safety of their supporters when threats were made by the loose cannon (Lauric). You can believe what you want but that was their feeling at the time. As to why they didn't get the Y involved in 2006, I don't know. But the Y is involved now so why can't you cut them some slack? Most people want this to work. Lastly, they have a contract with a person to maintain the web but on a part-time basis. This person has a full-time job of her own to work around.

You state, on a public forum, that I have made threats to the WECRD. That is slander sweetie and defamation and 100% NOT TRUE! Please state what "threat" other than pushing a petition (my legal right under the law) I have made. I have NEVER called a board member late at night as was stated but did have a board member call me at 9:45 p.m. That is the ONLY time that I have EVER called a board member at their home and the ONLY time that I ever will. I went to Ms. Seller's home after she posted personal contact info for me on this site. I do not believe that I was out of line considering she should have had enough sense NOT TO DO IT in the first place. She gave me a tour of her husband's wonderful iris garden (which is huge) while I was there and we had a very open conversation. At NO POINT did she ask me to leave or state that she was unhappy that I was there. Had she, I would have left.

As for the website, EE has it right. The site has been updated at least 4 times recently and still outdated information like when the meetings are stays. And if the person that has been contracted cannot make updates due to a different job, then maybe they should look for another contractor. I am not blaming the contractor but the board instead. AFW, has anyone told you that the WECRD has stated their goal is to build this million+ facility and NOT incur debt for the construction. In simple terms, they are trying to save the money and pay for the construction without a HUGE mortgage/debt. They have been saving less then 10 years as well as setting up and establishing an office, employees, volunteers and a board. All of this information is verifiable. Go look.

I honestly did not take to much interest into the WERCD because I was pretty wrapped up in my own life and I didn't think we'd be here for any period of time, but at this rate I realized I need to take more of an interest because this is where my kids will grow up. So I am getting some of this and been reading up on it, but is your opinion that the Y would do a better job of planning this. The MHN is in charge of deleting and retaining a blog. People who blog have no control over what is here and what is not. Funny WAYL...on the other years they seem to line up/match up pretty good. In other words, the Statement of Revenues is pretty close to the P & L Actual. In 2006/07 the WECRD reports investment income of $112,553.71 (on their P & L printed 10/7/08). On their Statement of Revenues they report Interest Income of $22,554. For 2007/2008 on their P & L they report Investment Income of $23,409.20 which is very close to their figure on their Statement of Revenues document. I doubt highly that a year later they lost that much money (with more money in the bank) and the accounts that you declare to be "different" are very much one in the same they just have a slightly different title. Same accounts or the WECRD needs to explain where more money is under your theory. So, in short the larger number (112K) was a typo not caught/corrected in the audit. You do not know what you are talking about. My skills reading financials are just fine thank you.

Don't expect other people to behave respectfully and tactfully with you when you have just torched them online. You must have also missed my point about the ideas planned for the acreage around the rec center. The WECRD envisions a future "sports complex" where outdoor activities will be be just as important as indoor. You need to think outside your little box of horse and agricultural activities. There is already Optimist Park for a lot of that. The CDLC groups and marketing studies will find out what this town wants and will support. The Y is involved because of the WECRD. They would probably not have given Mtn Home a second look if they hadn't been impressed with the work of the WECRD and the money that has been saved.

I bet if a poll was done of people who have horses in Western Elmore County it would be less than 10% The district purchased 22 acres of land. Their hope is to not only have an indoor recreation center built for those who prefer to exercise indoors and in all those winter months that makes it difficult to exercise outdoors, but in the future to have walking trails, tennis courts and picnic areas surrounding the rec center. The possibilities for both indoor and outdoor recreation are there.

I don't think I have ever read a straightforward answer from you. Why don't you do a recap of the meeting? I think it would be really entertaining to read and then you can get the "truth" out there since the rest of us that were there lied about everything. Refute what is in my recap.

The video is extremely telling about the board! I was appalled at the way Judy burst out at him, it was very disturbing that she felt so powerful to yell at an elderly citizen like that...I still can't believe either that this is them on their best behavior!!! It was impossible to hear them when they spoke to the room, this had nothing to do with him and you cannot blame him for the board not wanting to speak up, what about when they were whispering to one another.

As for putting those two clips together, that isn't grasping at straws. Those two things happened in the same meeting. That was the flavor of the whole meeting. It's like saying your mission is to help the homeless but then later you and a friend drive past a homeless person and they throw a soda out the window at them but you don't stop to correct the situation.

It's kinda sad really. For one, aren't volunteers not supposed to be on here posting about WECRD stuff? Isn't that best saved for the board's public liason? And if you had your eyes open you would have seen how little the board wanted to help even you when you got up and asked for assistance, they each waited for the other to speak up first. The reason the older man talked so much was because he could not hear. The man that finally pulled his chair to the front right at the board table was seated in the FRONT row and still could not hear. And (and this is the BEST part) the senior gentleman who was talking so much HAD LEFT THE BUILDING. In Beth's words "telling." It is a problem at every meeting not being able to hear the board. Funny, you can hear them just fine when they get pissy and mad and the AC in their office is off. Imagine that!

BTW, regarding the video on the WECRD and seniors. The older man that the secretary asked to be quiet was creating such a disturbance that people couldn't hear what the board was saying. I was sitting right behind him and I couldn't hear what they were saying because the man was talking so much. So the secretary asked him to please be quiet. Big, freaking deal. And in the interest of full disclosure of my life...I was not married to my husband when his son was killed. It certainly seems convenient that the MHN had a computer error and yet the only person that we know of that did get banned is OM. No one else seems to have had problems that day.

rhsamp: I hope you do some more research on this before jumping on board with either "side" just for not liking the "naysayers". Conceptually, a recreation building seemed great to most people when it was voted in (take a look at the original ballot and you'll see why). In reality though after all these years and all the terrible management by the board, it no longer seems like a good or practical plan. The budget alone is pretty disturbing, since there are no funds set aside for recreation of any kind but thousands for their shopping and advertising. So please consider that they are using nearly half their revenue now to run a one-person part-time office when the building isn't even built. When they build it "debt-free" they will have nothing left to cover their butt when they are operating at a loss. As they are not a division of the city or county, the only option would be to shut it down or to pass a bond of some kind. The board has not listened to any concerns or suggestions from citizens, even from those not as outspoken as OM.

As a challenge to those who are for it or even on the fence, go to the next meeting, and ask them a question, any question about recreation projects or their spending and see what you think then.

BB, Nancy was NOT even at the meeting that night. So what are you telling people that I did? Telling? what was telling? That a meeting took place that was not legal and Mollie could not have cared less? Mollie saw the notice in the window when I walked her over to point out the date. I removed the notice from the window so that I could obtain a copy---since the Notice was NOT posted within the required 10 days (pursuant to law). That night, there was nobody up front to make a copy because Charles was playing pit bull with the clipboard and Judy and the board were in the meeting room talking to people. I asked Charles for a copy and was snarled back that he was "busy." He feels it necessary I guess to nearly attack people for their signature on a sign in sheet even after they tell him they are NOT going to sign in.

Did Judy tell you about the letter that was emailed to me and indicated that the document in question was attached but was not. So...in true form...I still have no copy of that document even "with all of those people in the room to "help" me." Why send (via email) a letter to a person and NOT attach the document? True to form with your group. And FYI Beth, as I stated before, the agenda had at the top a notice of hearing/budget hearing.

I never said it was "okay" to take a notice down but when an organization is known for NOT providing info in a timely manner and not posting notice of meetings (pursant to law) then I think it is only fair to try to "preserve" the evidence and facts so to speak because after all...I still have yet to get a copy of the notice in question..."EVEN WITH ALL OF THOSE PEOPLE IN THE ROOM" (as stated by the board on that night). I took the document down from the window that night---not during the day and a room of people saw the notice in the window prior to the start of the meeting---TO INCLUDE DEAR OLD MOLLIE BY GOLLY!

So Beth, have your facts straight before you open your yap because nothing would bring more joy to my life to sue you and the WECRD for making untrue statements regarding what went on that night and then making those statements in print. The "likes of me." Look in the mirror dear. You go around town talking about how the WECRD has problems and how things could be run better and then from the same mouth state that it is all great. Be more careful who you are talking to or at the very least try to keep your story straight. And FYI Beth...no laws were broken when I took that notice down. Had I been able to obtain a copy---it would have been put right back in the window. When I took the notice down there was nobody in the front room. When I went to Charles in the back room at the door, he snarled at me and said he was busy and never got up from his chair by the door. Those are the facts wise one. Speak not for which you do not know.

Here is a thought. Get on the next meeting agenda, when ever that is, and propose your idea of a townhall debate to the board and see if they are game. If they are then figure out who you would want on the other side of the debate, see if they are game and if so, you play mediator or select a third party to do so. No prepared questions for either side and let's see how both sides repsond on the spot.

I am not going to sue anyone for the fall from my horse several years ago that nearly killed me and to state such a thing shows the kind of person you are (I am pretty sure not a person of honor but it was a good shot on your part). As for the "Notice" I did try to get a copy and actually spoke to Mollie directly regarding the matter prior to the meeting. The issue with the sound system is ALWAYS brought up and they are more than aware because it is an issue at every meeting. To close Jackman---it is not MY job to inform these people on how to conduct their meetings. They had their attorney present to guide them for all that was worth. Becca, I said to myself last night after that meeting that I was done with all of this and would not waste 1 more second of my time on this. However, I feel the need to respond to your blanket comments regarding the meeting last night.

First, the reason that I was so rude last night and talked through portions of the meeting was because the WECRD has a crappy sound system (I am sure that was all part of the plan) and the older gentleman who sat next to me as well as in back of me could not hear what was being said. So, most of that meeting was spent telling the man what was being said. Then, Judy Erwin told the same man to be quiet and he ended up walking out of the meeting. BY LAW, those meetings must be able to be heard by ALL members of the audience. BY LAW yob, not by my rules. They have this problem at EVERY single meeting. One would think if you have a Power Point show or a mic that you would test the equipment prior so that both worked. Well, the board was so prepared for the budget hearing that NEITHER worked. So standard. Oh, and the whispering at the front table by the board so the public cannot hear...OPEN MEETING VIOLATIONS!! Did you not listen in the class that you hosted? Do you think we are all that stupid Mollie, Jana and Marsha? Really! Did a member of the public not pull his chair up close to the table last night because he could NOT HEAR FROM THE FRONT ROW? Come on.

Next. BY LAW, ALL OBJECTIONS to the WECRD budget SHOULD have been heard. BY LAW. They were not. People were cut off, not given their 3.5 minutes or had most of their time taken by a board that has NEVER bothered, in the past, to respond to ANYTHING. See, us "naysayers" ran a stop watch as well and ran it based on a regular 3.5 minute clock. How about Marsha, who was seated next to Judy, asking every 10 seconds "is it time yet?" Love how the stop watch went "ding" when Judy declared it was time.

Next. Notice of the meeting was posted in 2 ways. BY LAW the "Notice" needed to be posted 10 days in advance. Well, contrary to what was stated by Judy Erwin at the meeting last night, there were 2 notices. 1 was dated for 1 date while the other was dated for another and CLEARLY not within that 10 day time period REQUIRED BY LAW. Interestingly enough...another person went to the window while I was speaking, to double check the dates from when we had gone in and looked at them, and it had been changed. I never did get a copy of that document last night as requested.

So, here is my position. I am done! I am going to obtain the last of these signatures and get this turned in. I have NO hope for this project as long as this board is involved. NO HOPE! This board treats the public with such contempt that there will be no mending of fences and working together to make this work. Those are the facts.

Some of the board attended the city budget hearing to see how a budget hearing is run. Well, I guess you either did not pay attention or you just did not care because no city meetings are ever run like that "circus" last night. You should be ashamed, all 4 of you.

So, the facts.

There will be no money donated to any recreation projects because the WECRD is now involved with the YMCA.

A gift basket was "donated" by the board and the taxpayers to the Domestic Violence group. They threw in a WECRD blanket as well.

They approved the budget as it was---$467,000 and DID NOT include a line item for recreation projects as was asked for by several members of the public and they blamed this on Billie B. from the YMCA in Boise.

The ECC's want the WECRD to hire an environmental attorney (the WECRD was asked to pay for it) to review the documents on the property before the ECC's would sign off on being the "responsible entity." The board debated the issue and said they would have to talk to Betty Ashcraft about it (I was unaware that she was now a board member and had any say on how money was spent other than the summer concerts she asks for money for year after year and is handed check after check for). HUD could be "responsible" for the money and it would cost the taxpayers of Elmore County NOTHING! They are the experts on this. So why spend the money at all if HUD can do the same thing? Why? Why? Why?

New office furniture! What they have is "old" and they want new. Someone said they should go to the Youth Ranch and get some new stuff. Marsha was all for this. Well, why would you go and get more used. mismatched stuff if that is already what you have? Why even waste the money? Why?

So in short my mission now is to get this done. I do not have ANY HOPE that this will work out under the current dictatorship in place. There is no hope. This board has contempt for the public that has given to them in the form of taxes for years with no results. The WECRD Board has ABSOLUTE contempt for the public that pays their way. This project is supposed to be about the community but it is really all about this board and what they want. Why is there a $467,000 budget for a project that has just started over and is under the control of the YMCA and the CDLC? Building/Land Development for over $200,000.00 for a project on "hold?"

We got to listen to Marsha say how much she has to put up with being on the board and how much her husband likes her being on the board. Poor Marsha.

We will have the petition at AFAD and as always copies of information for people to review.

There is no hope and I refuse to waste one more minute on this. There is no hope. This project is doomed because of the actions of these 3 people and several people took the time to state just that.

The entire meeting was taped (by several people) and will be available soon for you to view and judge for yourself. It may be like watching a silent movie without captions. As I said, see it for yourself soon and then say how "childish" we are because we have the NERVE to question a project after 10 years and that we have the NERVE to question how our taxdollars are spent. Who would have thought that was a crime. Maybe focus on some of the misrepresentations made by the WECRD in federal documents which are signed by the board. Just my HO based on the facts right in front of me.

Hopeless. 100% hopeless. Come on November!

To those who say OM is a "dirt bag"she has more morals and values and sense of right an wrong than anybody that I have ever met before. When a media group, such as the MHN abolishes a persons right to speak and inform the public things must be pretty bad." - I would like to say that it is a PRIVlLIGE to have a blog to write about what ever I like... not a right. Ms. Lauric has every right to speak about this issue and write LTEs.

The WECRD has NEVER made any credible claim to support that Ms. Lauric is anything less than truthful regarding her facts." --I have, I have brought up numerous examples where Ms. Lauric twisted the facts or misunderstood them.

If Ms.Lauric has been shut down for some reason, fine by me. I have caught her wrath full face. If many of you only go by what she says and are "true followers" why for goodness sake aren't you at the meetings with her? I see the same familiar faces, not new ones with a War Chant for her. Maybe it's time to ask each other if she is so single minded and involved with EVERY part of the community ie. WECRD, Hosp. School abd the Nuke plant where does she find the time to have Jobs? and for heavens' sake what is her next project in her line of fire to destroy..Imagine Ms. Lauric if you were for SOMETHING for this town..something GOOD, maybe everyone would applaud you , you have the total make up of a PittBull I'd ask you to try and be happy and nice for a change,but that would be against your grain. Bashing? Starting to sound just like her. Snide? I guess it can be stated that Tracy/OM is pretty outspoken and that her tactics can be thought of by some as snide or rude. But on the other side of the coin there has been plenty of name calling toward her with no facts to back up what people have stated and it is all because she brought this WECRD thing to the public and made all of the ugly stuff known. Now, she is banned. They got what they wanted but why? People need to focus on that and worry about why they were so quick to shut her up. What are they afraid of if she is just another rabid dog and a liar?

Again Flowerpower1 it's just a matter of being tactful, you can express all of your opinions and let people know your thoughts on this matter but being hateful isn't the way to urge people your "thoughts" are the correct ones. It kind of made Tracy's point for her. If nothing else, this should open peoples eyes to what is going on here within our community. It has made a very sad statement. I am sure her blog will be removed soon as well they just have not made it that far yet.

So, was it the MH school district issue? Was it the WECRD issue? The truth will always prevail and a ban is not going to stop the debate. If anything it will make people really look at what is going on. HAR must have some pull but that is not going to stop Tracy. So are they going to ban her from the hearing on the WECRD budget now? If you ask me she is on to something.

I would like to know why the MHN would stop her from telling all of us the truth about the WRECD district. SOme of us cannot make the meeting and relize on her going and telling us on the blog.

Imagine that. A critic that has not one single fact to refute what you are saying? You're a bad person because you don't want to save the children. What project has the WECRD held for the children or donated to in eight years? $1,300,000 in the bank? Over ONE MILLION dollars and they can't spend $50,000 a year say for recreation in this town. The world would cease to exist if they gave $100,000. They say how bad recreation is needed here but I guess that it's just needed when the building is finished in five or ten years. So can we blame any here-to-fore drug problems and delinquency that our youth have on the failure of the WECRD to not only build a facility but also their Scrooge like stinginess for anything that is not WECRD? C'mon HAR lets hear some rebuttal of some kind. Not just what a bad person anyone against is. Or could it be that the bad people are the people that get over four hundred thousand dollars from the tax payers that is specifically to be spent on recreation and refuse in their almighty wisdom? What possible reason could they have for not allocating some money for local recreation?
